Not only raw power, but also strengths such as will, versatility, and impact on the world are important aspects of strength in Naruto, as some godlike beings appeared and some shinobi had to face difficulties and sacrifice to hone their skills. With the development of the story, which began with the original Naruto series, continued in Naruto: Shippuden, and later concluded in Boruto, the powers of certain characters have reached remarkable heights. Itachi Uchiha is strong in both the aspect of genjutsu, which no one can match, and in intelligence. Even though he was still too young, he had learned to use the Mangekyo Sharingan and learned to command two of the most feared techniques in Naruto, the Amaterasu and the Tsukuyomi. The fact that he was no ordinary physical being was proven by his use of Izanami and his tactical brilliance on major battlefields. The fact that Itachi withheld much of his power throughout his life in order to serve the village makes his strength all the more powerful.


7. Nagato (Pain)

Pain (born Nagato) was endowed with the Rinnegan and had the ability to control six bodies at the same time, the Six Paths of Pain. Pain can be seen as the embodiment of the horrific possibility of the power of the gods within the Naruto series, purporting to be the ruler of the Akatsuki and the destroyer of Konoha. His leveling of the Hidden Leaf Village and mastering of life and death created a force that was near impossible to defeat until Naruto himself got the chance to appeal to his humanity.


6. Obito Uchiha

Obito went through stages of being an idealistic boy, then becoming a masked menace, to becoming one of the more powerful antagonists in Naruto. Being the bearer of the Ten-Tails, he became close to godhood and fought against the strongest ninja. With his Kamui power, he could move in and out of attacks and even dimensions, and there was almost nothing you could do to stop him in battle. The power of Obito was as great as his horrible downfall and his redemption.


5. Hashirama Senju

One of the main reasons why the First Hokage, Hashirama Senju, was called the God of Shinobi was because of his encounters with Kitsune. His Wood Release kekkei genkai and Sage Mode enabled him to have supreme control of nature, chakra, and fighting. As a protagonist, Naruto is not only a struggling outcast who becomes a Hokage, it is also his endurance, which demonstrates his immense power. By learning Sage Mode, Tailed Beast Mode, and later on, Six Paths Sage Mode, Naruto broke the stigma of what a regular shinobi could achieve.
