Once upon a time in One Piece, the Rocks Pirates were one of the most terrifying crews at one point. But the crew was full of powerful people who were selfish and often fought among themselves.

We don't know much about many of them, and their loyalty to Xebec differed. Some were with him for ambition, some out of fear, and others because they lost their Davy Back Fight. Here are all of the known Rocks Pirates ranked from least to most loyal to their captain.

Ranking of the Rocks Pirates from One Piece

14. Shiki the Golden Lion

In One Piece, Shiki the Golden Lion was one of the most famous pirates of his time. Before becoming a legend on his own, he was a member of the Rocks Pirates. He was known for his arrogance and fierce pride, always seeking his own path even while under Rocks D. Xebec’s command. Shiki often clashed with his crewmates, making it clear he was no one’s follower.

Shiki’s loyalty to Rocks D. Xebec was limited. He followed Rocks mainly because of the crew’s strength, not because of admiration or belief in his dream. After the group fell apart, Shiki didn’t seem to care much. He simply went his own way, proving that his loyalty ended the moment the crew did.

13. Gill Bastar

Gill Bastar, known to readers of One Piece through the old one-shot “Wanted!”, later joined the Rocks Pirates. He was a skilled gunslinger with four arms, confident and quick to draw against anyone who threatened him. Gill fought fiercely during the God Valley Incident, standing alongside the crew during their invasion.

Even with his strength and pride, Gill Bastar’s loyalty to Rocks D. Xebec was shallow. He fought for survival and thrill, not for any cause. Like many in the Rocks Pirates, he was drawn to chaos more than loyalty. Once the crew fell, nothing suggested Gill ever cared about Rocks’ vision or his fall.

12. Gloriosa

Gloriosa, known in One Piece as Elder Nyon from Amazon Lily, was once a proud member of the Rocks Pirates. Before that, she ruled as a Kuja empress and even fell in love with Gol D. Roger. She joined the Rocks Pirates later in life, fighting beside them during their infamous battles, including the God Valley Incident.

Gloriosa’s time with the Rocks Pirates was marked by mixed feelings. She didn’t fully believe in Xebec’s dream, and her loyalty leaned more toward her friends, especially Shakuyaku. Her ties to Rocks seemed more out of circumstance than faith. When the crew collapsed, she moved on without hesitation, proving her devotion to Xebec was only surface-deep.

11. Streusen

In One Piece, Streusen was the cunning chef who later helped Big Mom build her empire. Long before that, he sailed as part of the Rocks Pirates. Known for his clever mind and sharp tongue, Streusen survived by thinking ahead. He often watched as stronger members clashed, rarely getting caught in the chaos.

Streusen’s loyalty to Rocks D. Xebec was purely practical. He followed strength and opportunity. When the Rocks Pirates disbanded, Streusen quickly joined Big Mom, helping her rise to power. His smooth transition proved he was never truly loyal to Xebec. He was smart enough to keep close to whoever could ensure his survival.

10. Ochoku

Ochoku (also known as Wang Zhi) was one of the most dangerous members of the Rocks Pirates in One Piece. He was a man of war and characterized by his greed as well as his power. As a member of the crew, Ochoku also participated in their raids, such as invading Foot Colony and sailing to God Valley.

While he fought hard alongside the Rocks Pirates, his loyalty to Xebec was uncertain. Ochoku admired strength but wasn’t known to follow orders blindly. After the fall of Rocks, he went on to rule Hachinosu until he was defeated by Blackbeard. His actions showed that his loyalty to Rocks ended with the captain’s downfall.

9. Kyo (Silver Axe)

Kyo, also known as Silver Axe, was introduced in One Piece as both a mobster and a pirate. He was already infamous before joining the Rocks Pirates, and his rivalry with Shiki carried over into the crew. Kyo was violent, ambitious, and quick to fight, even among his allies.

His loyalty to Rocks D. Xebec was uncertain at best. Kyo followed Rocks for the opportunities the crew offered, not because of devotion. Like many in the Rocks Pirates, he often clashed with his crewmates and fought for personal gain. When the crew ended, Kyo simply continued his violent path without regret.

8. Marlon

Marlon is a relatively obscure character in One Piece, but his background story in the Rocks Pirates only adds to the mystery surrounding the crew. He was one of a few known to be on friendly terms with the group. He met his end when he was murdered in the madness following Shakuyaku’s abduction. When he died, Shakuyaku mourned him.

Marlon’s loyalty to Rocks, in comparison, appeared sincere if not entirely fan-like. He respected the crew and stood with them when needed, but his real loyalties appeared to lie with individuals, not the captain. Like many of the Rocks Pirates, his faith in Rocks’ grand ambition was limited.

7. Barbel

Barbel played a key role in several One Piece flashbacks of the Rocks Pirates. He joined the crew shortly after Rocks D. Xebec took over Hachinosu and followed them on multiple dangerous raids. Barbel was clever and outspoken, often commenting on the crew’s chaotic nature and mocking their lack of unity.

While he fought fiercely in battles like God Valley, Barbel was more of a realist than a loyalist. He didn’t seem to fully believe in Rocks’ world domination dream, though he respected his captain’s strength. His loyalty was measured. It was enough to fight, but never enough to die for Xebec’s cause.

6. Ganzui

Ganzui was a smuggler who joined the Rocks Pirates after losing a Davy Back Fight to Xebec. He was known for his loud personality and messy eating habits, always seen enjoying life among the rowdy crew. He was clever too, with deep knowledge of the Underworld that made him valuable to Rocks’ growing empire. Like most of his crewmates, Ganzui was smitten by Shakky the moment he saw her and later joined the desperate rescue mission to save her from God Valley.

In One Piece, Ganzui’s loyalty to the Rocks Pirates came from a mix of survival and belief in Rocks’ ambitions. He fought fiercely at God Valley, even clashing with the Roger Pirates over treasure. His fate afterward remains unclear, though Gecko Moria later revived him as a zombie warrior, keeping his legend alive.

5. Captain John

Captain John was a money-loving pirate from One Piece, in that he would do anything to get rich. He was a part of the Rocks Pirates and took part in all the crimes they committed. John was famous, brave, but selfish. He was always in pursuit of riches more than ideals.

Even as greedy as Captain John was, he still believed in Rocks D. Xebec to a point. He fought in major battles like God Valley and respected the power Rocks commanded. Though his loyalty wasn’t pure, he still stood his ground with the Rocks Pirates until the very end.

4. Buckingham Stussy

Buckingham Stussy was one of the few women among the Rocks Pirates, and in One Piece, she stood out for her pride and fierce temper. Once upon a time, Stussy sailed with Rocks during his quest for domination. She was elegant yet ruthless, never afraid to fight alongside monsters like Kaido and Big Mom.

In the heat of the God Valley Incident, she fought to protect Shakky, displaying a unique sense of loyalty uncharacteristic of her shallow nature. In One Piece, Stussy was part of the Rocks pirates because she wanted fame and recognition instead of just following Xebec’s orders. Yet, she stuck with the crew as they fought their bloodiest battles and joined the ranks of legends.

3. Big Mom (Charlotte Linlin)

One Piece’s Big Mom was one of the most dangerous crew members. Even in those days, her power and appetite for power were second to none. She only allied with Rocks D. Xebec because of her ambition. But after spending a while with the crew, she sympathized with his dream of world domination. She developed great empathy for Kaido and other crewmates during the years they served together.

Big Mom’s loyalty to Rocks was powerful but not perfect. She respected him and followed his lead, but would never put his vision above her own. Still, she stood with the Rocks Pirates until their end.

2. Kaido

Kaido is a young apprentice of Rocks D. Xebec and one of the strongest characters in One Piece. He was raised with that violent crew, and he knows what real power is. He was a fearless individual as a young pirate who showed no fear even towards members of the Rocks Pirates.

Kaido was one of the more faithful members of Rocks. He opposed the will of Xebec more than once, but still, he accepted him as the very symbol of irresistible force. He followed Rocks’ orders during the invasion of God Valley and stayed until the end. His later desire to create a world of strength was inspired by Rocks’ own dream.

1. Whitebeard (Edward Newgate)

Whitebeard was the world’s strongest man and one of only a handful of members from the crew who were loyal. Even when he was under Rocks D. Xebec, he showed camaraderie that most of the crew didn't have. He fought bravely during the God Valley Incident, standing firm beside his captain. Even against Imu, he still stood tall.

There was no one more loyal to Rocks than Whitebeard in One Piece. While he didn’t fit into every part of Xebec’s dream, he held his captain in high regard and stayed until the very end.

Conclusion

The story of the Rocks Pirates in One Piece is one of chaos, strength, and betrayal. Each member followed Rocks D. Xebec for their own reasons. Some for power or fame, and others for ambition. But true loyalty was rare among them. In the end, their downfall showed that even the mightiest crew in One Piece couldn’t survive without trust and unity.
