Boruto: Two Blue Vortex Chapter 28 starts with Inojin giving his best in training under Koji. It is impressive that he learnt a new technique that is an advanced form of the Mind Transmission. This was important to learn as it will become essential in detecting someone like Mamushi, who can easily erase his chakra signature and roam around undetected.

Furthermore, it is confirmed by Koji that Inojin has made significant progress in a short time. But the boy immediately declares that he has been putting in this hard work for his village and, more importantly, Himawari. In Boruto: Two Blue Vortex Chapter 28, Inojin still has not completely warmed up to the idea of warming up with Boruto. Meanwhile, Boruto does not take this declaration lightly and fires back with a warning of his own.

The way Inojin's technique works is by him using linked minds as “receivers,” detecting environmental vibrations to track Mamushi’s clones, something ninjutsu and sensory skills cannot do. It’s the first major power-up he’s received in the series, and it places him at the center of a mission that will determine Konoha’s survival.

Mitsuki is under scrutiny as Kobu moves his investigation forward

Meanwhile, in Boruto: Two Blue Vortex Chapter 28, Kobu is interrogating Mitsuki about Boruto’s escape. While Mitsuki remains calm, Sai stays connected to the conversation via the Sensor Team. Kobu is thorough, and his distrust signals that he’s closing in on Shikamaru’s secret involvement. This scene is important as the creator wants the readers to know about the political tension in the Leaf: paranoia is rising, trust is collapsing, and Boruto’s name remains the village’s most dangerous taboo.

Sumire in Boruto: Two Blue Vortex Chapter 28 has already finished working on the sword, which Boruto had asked her to upgrade. She has an aptitude in this field as she further reveals that anyone who is not registered in this sword and touches it, their chakra will be drained in an instant. This ensures that there will be no misuse. She also continues to explain about the blade’s new material and warns Boruto about the risks. This is a major upgrade that could possibly be on par with Sasuke’s earlier weapon enhancements.

Shikamaru’s resolve and Shikadai’s turning point

Then comes one of the most emotionally charged dialogues in Boruto: Two Blue Vortex Chapter 28, when Shikadai openly asks about Shikamaru's trust in Boruto. He gives a very strong response by saying that, as a Hokage, his ideals are stronger than his opinions. Boruto is an important character in making sure that the ongoing threat is defeated, and he truly does not want to give in to fear or public pressure and do what is right for his people and Konoha. This scene in Boruto: Two Blue Vortex Chapter 28 is important as it shows us how Shikamaru is still strategic and does not make difficult decisions based on emotions.

In Boruto: Two Blue Vortex Chapter 28, Koji also talks about why he does not like to reveal the details about the future. He says that when a person knows too much about the future, they tend to make changes that could cause unpredictable consequences. With this revelation, Koji has confirmed three main things:

  1. The future is not fixed
  2. Choices made now can shift the outcome
  3. Knowledge can destroy the ideal path

This means that the future that he sees does not have to be absolute, and he has the power to control the knowledge to make sure things do not go sideways for the heroes.

We also know that Shikamaru is trying to form an alliance group that would stand up against Manmushi. In Boruto: Two Blue Vortex Chapter 28, he secretly transmits instructions to selected shinobi. He sets two requirements:

  1. They cannot be hostile toward Boruto
  2. They must support his movements and protect him from internal threats in the village

For now, the stage is set for everyone to stand against Mamushi. This opponent is scary as he is already prepared to enter Konoha undetected.
