Did One Piece anime finally confirm that Shanks met the Gorosei? Explained

The promotional material for One Piece Volume 113 dropped a huge bomb that rocked the community. Kenjiro Tsuda officially reveals that he is the voice actor for Shamrock, which is distinctly different from who spoke in Episode 887. The hooded figure that walks into Pangaea Castle spoke in the same voice as Shanks, not Tsuda. This little revelation was seemingly the end of one of the most debated moments in the story.

While the difference in voice actor may have meant confirmation that it was Shanks who visited Mariejois, the circumstances of production are a different story. It is highly unlikely that Toei Animation received any information about Shamrock's existence in 2018. Having no reason to believe Shanks had a twin brother, the studio cast the voice of his regular voice actor in the scene.

The Production Reality of One Piece Anime

We should take into account when Oda gave Shamrock an identity, which we think was back in 2018, when Episode 887 was aired. When Episode 887 was created, Eiichiro Oda, One Piece's creator, may not have thought through Shamrock's identity completely. If they had any indication that Shank's had a twin brother, then Shamrock would not have been relevant until many years, if at all, later, when he came back to the story for the main story.

It's typical for animation studios to receive character information and potential plot devices before they animate a scene or sequence. However, Oda may not have divulged to them in detail long-range plot devices, especially if the device or the character at that point was not going to be relevant to the upcoming season. If Oda didn't tell Toei that he had created another brother for Shanks, they would have assumed this random character was Shanks.

Oda appeared to only give credit to Shanks at the end of episode 887 instead of keeping the Shamrock identity undisclosed, or as an understatement of avoidance to create some ambiguity. This creative decision suggests intentional ambiguity.


Evidence Supporting Each Theory

Several narrative elements indicate Shanks as the visitor. The Gorosei said during their meeting that they allowed it because of who the person was. This seems to imply some level of significance. Shamrock, as a commander of the Knights of God, would have had more than enough access to the Gorosei without them ever mentioning it.

The context of the conversation matters as well. The mysterious individual wanted to talk about a specific pirate. Recent developments have now revealed some new information in the manga regarding Blackbeard that Shanks has specifically warned people about regarding the amount of power Blackbeard possesses for many years in the story.

There are physical details in the manga panels that add another level to this conclusion. Oda did not allow the figure to be shown in a way for us to see the left side of his face, or the side of his face where Shanks's famous facial scar would appear on his cheek. This would be an intentional artistic decision to provide ambiguity within the story to the audience.


The Bottom Line of One Piece Anime

Even the voice actor difference between Shamrock and the Episode 887 figure suggests it would have been reasonable to assume Shanks met with the Gorosei. The fact that different individuals were cast in each of the roles is enough circumstantial evidence to reach this conclusion, but the realities of production complicate the proposition considerably.

Until Oda explicitly states who it is in the manga, both options are technically plausible. If we take the voice actor evidence at face value, then it still independently does not rule out that production has made this confirmation to display what's apparent.

The ambiguity here demonstrates how anime adaptations can create accidental complications. Things that seemed simple in 2018 are now analyzed more than almost any other scene in One Piece. Regardless of whether Shanks or Shamrock met, what happened was still significant to the overall story. The question of identity will probably get it before the end of the Elbaph arc.
