Kotoamatsukami breaks this fundamental rule, allowing activation simply through proximity to the intended victim. Yet, Kotoamatsukami isn't without its limitations. The technique demands a significant amount of chakra and can only be used once every ten years per eye. Within the Naruto series ranking of abilities, Kotoamatsukami is the most full-bodied genjutsu technique, second only to the Infinite Tsukuyomi. Its strength becomes obvious via its ability to override even the Edo Tensei's binding jutsu, one of the most absolute control techniques in the series. When Kabuto brought Itachi back using Edo Tensei, Kotoamatsukami broke the jutsu’s grip, proving it could override even the strongest forms of control.

The technique's versatility expands far exceeding simple mind control. Strategic applications include espionage operations, political manipulation, and even forcing enemies to engage in self-destructive acts. Shisui originally intended to use Kotoamatsukami on Fugaku Uchiha, planning to prevent the Uchiha clan's rebellion against Konoha via subtle mental influence rather than violent confrontation.

Even so, the immense value of Kotoamatsukami in Naruto played a direct role in Shisui Uchiha’s tragic end and the exploitation of his extraordinary eyes. Obsessed with gaining unmatched power, Danzo forcibly took Shisui’s right eye and had it implanted. It thus gives him access to the secretive and dangerous mind-controlling jutsu.

Yet, Shisui's remaining eye followed a more noble path through Itachi Uchiha's careful planning. The late Uchiha placed his eye inside a crow that had been carefully chosen for the task. He set it up with commands meant to defend the Hidden Leaf Village. This detailed failsafe was devised to activate upon encountering Itachi's own Mangekyo Sharingan, originally intended as a countermeasure against Sasuke should he turn against the village.

This level of power naturally comes with significant limitations. Non-Uchiha users can only activate Kotoamatsukami once per decade due to the immense chakra strain and physical toll. Even with Hashirama Senju's enhanced cellular regeneration, as demonstrated by Danzo Shimura's usage, the technique remains limited to once daily activation.
