Rocks, in that transformation, asks Imu whether he is afraid someone will inherit Davy's will and fulfill the promise. He later asks if Imu is afraid of Joy Boy or Davy Jones. This added line also confirms that Joy Boy and Davy D. Jones are different people.

Rocks, somehow, retains enough consciousness to beg Garp and Roger through the Voice of All Things to kill him before he harms his family. This tragic moment leads to the epic battle that will be known to history, but the full truth remained veiled for many long decades in One Piece Chapter 1164.

Now that Joy Boy has a clarified role, the status of the Great Kingdom's hierarchy starts to become less fuzzy. Davy D.
