The Final Saga of One Piece reveals previously unknown facts about the World Government and Imu. Within the Elbaf Arc, readers learned that Imu holds a terrifying power structure that grants eternal life and great powers to those loyal to him. During this arc, King Harald fell into despair when Shanks failed to arrive in time for his scheduled promotion.

The second contract level of Imu's three-part contract system is known as the Deep Sea Pact, which confers eternal life and regenerative abilities upon those bound to him. It was this pact that created the bond between King Harald and the World Government after Shanks failed to arrive. Ultimately, King Harald's fatal consequence of accepting the Deep Sea Pact illustrates how accepting power from Imu comes with great risk.

One Piece Chapter 1167 finally describes the full extent of Imu's contract system; Imu can mark anyone with a special designation, providing different levels of power. Each level is associated with different depths of the ocean, with lower depths being stronger.

The three separate tiers provide separate agreements in One Piece. The Shallow Sea Contract lets people training for God's Blade transfer (to/from) a user's location randomly throughout the day (like, at some point during the God Valley incident) - but doesn't give them any bonus abilities like teleportation or infinite regeneration.

Whereas the Deep Sea Pact is mainly for Holy Knights & gives you infinite regeneration/immunity to death, and still has the capability of Abyssal Travel.

The Abyssal Contract is held only by the Five Elders of the Abyss; it offers a freezing of all aging, allows for transforming into Yokai, and gives Barre Bearers a type of mental relationship with each other.

Fourteen years before what's Happening Now in the One Piece timeline, Shanks was supposed to be part of this Deep Sea Promotion, but here's the thing. Shanks never showed up for it, and it got to a point where the World Government had to promote Harald instead; That giant became a Knight of God, and with that came the Power of Being One.

Harald wanted to take that Promise to help redeem himself and his homeland of Elbaf because of its past as a Nation that loves to Go to War; He was under the Impression that if he joined with The World Government and became part of the Pact, he could Help bring Peace back to Elbaf and his people would then be Enabled to have Prosperity by way of The World Government. By taking the Pact, Harald Received Immortality and additional Strength Above and beyond what he already had, and he was then put Under The Control of Imu.

Harald never thought he would totally lose his initial purpose of being a peacemaker and fighting for the safety and security of his people so quickly after accepting the Deep Sea Pact. Harald was first commanded by Imu to build the Abyss Circle on Elbaf as a permanent gateway for teleportation, and then was ordered by Imu to raise an army of Giants for the World Government, which was the exact opposite of his objective of protection for the people of Elbaf.

Harald's wife, Ida, died during a snowstorm, leaving both father and son (Hajrudin) in shock and grief. On the opposite side, Loki was beaten down in a prison cell and had lost the only person who ever treated him with kindness. When Harald fought against orders from Imu to create an army, he soon discovered the might of Dominus Reversi.

Implications for the ongoing story of One Piece

Harald's fate serves as a warning to others about trusting the World Government by accepting Imu's contracts. Loki's experience of seeing Harald die may provide him with insights that will be necessary for defeating future adversaries.

The contracts are presented as an obstacle to Luffy and his crew in One Piece, and how Harald was killed while being immortal could expose weaknesses within the Five Elders. As someone who witnessed this, Loki could be a vital ally for Luffy against Imu's army.

The Deep Sea Pact is one of the most horrific revelations in the latest chapters of One Piece, highlighting Imu's ability to use powerful figures as pawns, and I'm sure these contracts will play an essential part in the war between Pirates seeking freedom and the Government.
