He was born to his mother, Elaine, and his father. His mother is from the Philippines. They moved to Guam before Elaine was born in search of better opportunities.
After Jeff Cobb’s birth in Hawaii, his family moved back to Guam due to financial struggles. His family currently resides in Guam, a U.S. territory in the western Pacific Ocean, according to a report in ESPN.

Jeff Cobb reportedly began his professional training when he moved to Northern California in January 2013. He was one of the athletes among the four chosen to represent Guam at the 2004 Olympic Games in Athens. During that time, Cobb was only 22 years old. He was also selected as the leader of his team during the opening ceremonies as the flag bearer.
