The only significant death that occurs in Blue Bloods Season 14 Episode 18 is that of Luis Badillo (Ian Quinlan). As Luis and Eddie (Vanessa Ray) go to investigate a case of probable carjacking, they are targeted by shooters on a bike while getting out of their police car.

Luis’ death in this episode also explains why his character was given prominence in the last few episodes. By making him an important and impactful character, the makers ensured that his death touched the viewers.
Joe and Jamie decide to track down Luis’ shooter in Blue Bloods finale
Blue Bloods finale also brings a resolution among the characters of Joe (Will Hochman) and Jamie (Will Estes) who had previously been seen to mostly fight while working together. It’s Luis’ death that causes their solidarity as Joe successfully makes Jamie understand that it is not right for them to just let go when Luis’ shooter is out in the open.
Moreover, their understanding evolves so beautifully that Jamie also agrees to follow unconventional methods as per Joe’s insistence and this partnership finally gets Luis’ shooter arrested before the series ends.
Carlos Ramirez’s storyline is addressed in the Blue Bloods finale
One character that is brought back from the 11th episode of season 14 is Carlos Ramirez. It is revealed that he is behind the unification of the gangs in NYC who are wreaking havoc on the city and demanding the release of the hostages.
A detailed investigation into the case reveals that Ramirez’s daughter Amelia is in danger of being killed or abducted and that is what has triggered her father to do these things.
Unfortunately, the show concludes with Amelia not being rescued or saved as she simply disappears.
Erin and Jack give their marriage another chance in Blue Bloods finale
Jack (Peter Hermann) and Erin (Bridget Moynahan) work together regarding an informant whose son is associated with the Mayor’s shooting. After the professional part is done, Erin and Jack have a serious conversation about their relationship, something that previously never really happened in Blue Bloods.
This leads to a much bigger decision of them getting married again at the City Hall and the couple thinks it's best to keep the news a secret from everyone till everything is done.
Frank Reagan learns about the Mayor’s shooter from Lorenzo Batista in Blue Bloods finale
In the series finale, Lorenzo Batista (Edward James Olmos) is confronted by Frank Reagan about the Mayor’s shooting. Batista’s son had taken a shot at the Mayor and Batista himself is serving a life sentence.
While at first Batista is certain of not giving up his son’s details because that feels like a betrayal, Frank eventually convinces him to tell the truth. With information about the shooter, the finale sees the successful restoration of law and order in the city.
The finale comes to an end with one of those famous Reagan dinners where Eddie and Jamie announce that they are going to be parents. It's a happy time for the Reagans and as Frank expresses his gratitude and pride for his family, the finale draws to a close.
