The series is produced by Unrealistic Ideas, owned by Mark Wahlberg. Wahlberg, along with Stephen Levinson, Archie Gips, David Wendell, and Jody McVeigh-Schultz, serves as executive producer. Jody McVeigh-Schultz is the helmer, giving the tale a blend of grittiness and cinematic flair.

The essence of Cocaine Quarterback: Signal-Caller for the Cartel is the tale of Owen Hanson, a resident of Redondo Beach whose life is defined by the sheer will to succeed, merged with dishonest decisions. The crowning jewel of his achievements began in 2004, when he became a walk-on at the revered USC football program, which eventually went on to lift the national championship trophy.

Hanson was arrested in September 2015 and received a sentence in 2017, which was more than 21 years of incarceration and more than five million dollars of criminal forfeiture. During incarceration, gold coins, jewellery, luxury vehicles, vacation homes, and a yacht were seized and were to be paid as a criminal forfeiture.

The documentary follows the downfall of Hanson and high-stakes gambler R.J. Cipriani. Cipriani recalls in the trailer how Hanson gave him 2.5 million dollars for a laundering scheme, which he intentionally lost in blackjack.
