Lucy and Norm MacLean - The couple, who live in Vault 33, are indeed part of the central vault-based narrative that supports the season storyline. Vaults are the main places for the humans who survived.

Hank MacLean - Vault 33’s supervisor. Hank maintains the major role of keeping vault operations running smoothly, ensuring security, and managing resources. The overseer is generally a central person in Fallout’s vault scenario, overseeing and monitoring the daily routine and interaction.

Cooper Howard / The Ghoul – The Ghoul and similar characters often are found living outside of the Vault, which allows them to be the ones connecting and even sharing the timelines or places in the wasteland with the other characters.

Maximus – The character who draws on the factions’ perceptions is a reason for the society in Fallout to be still complex, and for the reason that different groups still compete for resources and power.

Moldaver - The character connected to factions or ideology brings a more detailed look into the series’ study of power relations and social structures in the post-apocalyptic world.
