Cipher’s “Theory of Evolution”: Purifying the Supe bloodline in Gen V Season 2
If Gen V Season 2 has taught us anything, it’s that Cipher isn’t interested in maintaining balance or he couldn't care less about it. However, he’s obsessed with control. Now, for most of the season, Cipher has shown himself to be the kind of leader who might actually care about the students.

But the joke's on us because as the story kept unfolding, it became clear that his soft tone hid a terrifying ideology. In Episode 6, it is finally revealed that Cipher’s true vision for Godolkin University stems from what he calls “purification.” He wants to erase nearly 75% of the student body, i.e., anyone he deems “unworthy,” and to create what he believes will be a race of perfect supes.
This plan draws an uncomfortable parallel to Shetty’s own experiments, where supes were exposed to a deadly virus. But while Shetty’s aim was total eradication, Cipher’s agenda is selective. It is a cold, calculated form of natural selection. What makes him particularly dangerous is that he doesn’t see this as cruelty, but progress. In his mind, weak supes dilute the power of the strong, and he’s willing to commit mass genocide within the walls of Godolkin to “fix” that imbalance.
The irony? Cipher’s desire to “perfect” supes places him directly at odds with Homelander’s own supremacist ideology. Where Homelander wants unity among supes, Cipher wants to separate the elite from the expendable. His entire strategy turns Godolkin into a breeding ground, a place that could reshape the very foundation of Vought’s world order.
The Godolkin connection in Gen V Season 2
Gen V Season 2 takes Cipher’s motives and connects him to the mysterious Project Odessa - the program that gave rise to Homelander and Marie. When Marie and her friends come across a fried body hidden in Cipher’s home, it changes everything: The man could be Thomas Godolkin himself, the founder of the university. And if that’s true, Cipher’s true purpose becomes even more dangerous.

Godolkin, once a behavioral scientist under Frederick Vought, had aimed to create obedient, godlike supes. Cipher, however, seems to have taken his mentor’s experiments and twisted them into his own brand of power obsession. He’s not just trying to revive the project, but he’s trying to surpass the aim it was initially meant for.
Having to find out that Godolkin might still be alive, and in Cipher’s control, suggests Cipher has been exploiting his knowledge for years. It also explains Cipher’s youthfulness and his strange condition.
Through Marie’s blood-based powers, Cipher believes he can “heal” supes of their weaknesses, but his motives are anything but noble. His obsession with evolution, mixed with Nazi memorabilia found in his office, hints at an ideology rooted in superiority and control.
Cipher’s belief that only god-level supes should rule over humans and even over other supes. Godolkin University, once a training ground for young heroes, is now his laboratory for supremacy.
Gen V Season 2 turns Cipher from a shadowy administrator into one of the most haunting villains the series has seen. His plan to eliminate weaker supes and manipulate Project Odessa’s legacy exposes an eerie truth. The truth being, Godolkin University isn’t a school anymore; it’s a testing ground for a new world order.
