Poseidon broke that sacred oath when he had a relationship with Sally Jackson, and Percy was conceived. To keep Sally and Percy safe from Zeus' wrath, Poseidon stayed away from Percy. Percy had no explanation for his unique abilities until he learned who his father was, and Poseidon acknowledged him as his son only when he joined Camp Half-Blood. But that put Percy in danger, and he became a target, as his existence broke Zeus's law.
