Monica Raymund stars as Jackie Quiñones, a National Marine Fisheries agent in Hightown. Although she carries a badge, she has a severe drinking problem and is a National Marine Fisheries agent. Raymund has skillfully grounded her character Jackie in a performance full of ferocity and layers of depth that encapsulates not only the humanity but also the tragic self-destructive tendencies that she embodies. Jackie was countered with a rather messy and manipulative character of Ray Abruzzo, performed by James Badge Dale, a former detective who returned in Season 3 and is disgraced.
Riley Voelkel returned as Renee Segna, the calculating strip club manager whose loyalties shift like sand, and Amaury Nolasco as Frankie Cuevas Sr., the imprisoned but far-from-powerless drug kingpin.
