Every crime drama series, like Steven Knight's Peaky Blinders, needs a good revenge storyline, and Adrien Brody's Luca Changretta delivered when he debuted in the BBC series in Season 4.
Luca Changretta, an heir to the Italian-American mafia family and son of Vicente Changretta, harbored a personal vendetta against the Shelby family after his father's murder.
Since Tommy and the Shelbies were responsible for the Changretta patriarch's death, Luca promised his mother to avenge his death. Motivated by revenge, Luca was a ruthless antagonist in the show who was as cunning and strategizing as Tommy.
While Tommy managed to eliminate Luca till the Season 4 finale, I think he came very close to destroying the Shelby family (and even got John Shelby killed).

I think Luca Changretta did the most harm to the Shelby family in Peaky Blinders
While Peaky Blinders has seen many enemies against the Shelby family throughout the six-season run, I think Luca Changretta did the most harm. The main antagonist of Season 4, even before he graced our screens as the Italian-American mafia, he let his presence be known.
No Peaky Blinders fan can forget the Season 4 premiere, where all the members of the Shelby family received Black Hands from the Italian mafia, and John Shelby was fatally gunned down in his own yard. While Luca did not physically appear before Tommy, he announced war against his family by silently killing John.
Luca was unlike the prior villains (like Inspector Campbell), who liked to boast about their dominance. Instead, he believed in observing from the shadows and striking at the correct moment, like he did with John, and took away a strong pillar of the Shelby family.
Unaware of Tommy and Polly's plan, Luca was smart enough to conspire with Tommy's aunt about his downfall, which could have led to the leader's downfall. Luca's strategy to avenge his father's death was clear. He didn't just want to defeat and destroy Tommy but also wanted him to feel the pain of losing a loved one.
That is why, after successfully eliminating John, he went to Arthur. Using his connections, he dug into the eldest Shelby's past and found out about Mrs. Ross and used her to lure Arthur to his death. Under his sharp and polished look (mirroring Tommy), his mind worked in all directions.
Luca's silent strategizing and calm demeanor were often reminiscent of Tommy's style. He also found his enemies' weak spots and struck accordingly. Luca's plan to eliminate Arthur in Peaky Blinders Season 4 was flawless, and he was inches away from killing him by asphyxiation at the hands of his men.
However, Tommy intervened at the right time and saved his brother. Arthur was blindsided entirely and almost became the second casualty in Luca's vendetta, but Tommy saved the day.
While Luca formed an alliance with Alfie Solomons, one of Tommy's initial allies, the Birmingham leader outsmarted him. He was fatally shot by Arthur in the Peaky Blinders Season 4 finale.
While Brody's Luca appeared in only one season, I think he died because he chose to honor his family's Sicilian vendetta traditions. Instead of directly assassinating the Shelby family, he kept his honor and warned them with Black hands, which became the reason for his death, foreshadowed in this quote:
"Instead of sending you a black hand, I could've killed you in the night without knowing why. But I want you to know why, and I wanna suggest to you that we fight this vendetta with honor."
