NCIS has a busy schedule ahead, owing to the much-awaited Tony & Ziva spin-off, set to premiere on September 4, and Season 23, which has also been slated for an October 14 premiere. CBS's recent announcement of the release date for the two shows has led to speculations regarding a crossover.
Tony & Ziva, set in Europe, chronicles Tony & Ziva's life as they raise their daughter Tali together in Paris. Even though life has thrown the two of them together again, they need to learn how to live life together again, how to trust each other again, and maybe how to fall back in love again.

NCIS might be setting up a Tony & Ziva crossover: Here's what we know

The NCIS franchise is taking its first steps into the streaming world with Tony & Ziva set to premiere on Paramount+ with its 10-episode series. The series premieres on September 4 with three episodes and is set to return on a weekly basis until October 23.
NCIS Season 23, on the other hand, is all set to premiere on October 14. Even though this release date would be considered appropriate for the upcoming TV cycle, when compared to the release dates for the previous seasons, it is a little later than usual. The usual release date for previous seasons has been in the tail end of September rather than the middle of October.
This release date delay has led to speculations that Season 23 might be gearing up for a Tony & Ziva narrative crossover in the franchise. This is a plausible speculation, as by the time Season 23 premieres, Tony & Ziva will be in the final throes of the season and will have had enough time to set their individual storylines and identities before foraying into crossovers.

Steven D. Binder, the executive producer for NCIS, in a recent conversation with TV Insider, talked about the possibility of such a crossover, and even though he did not confirm or deny the existence, he did have a positive reaction to the possibility, and in an optimistic reply said that:
"Now that it’s been shot, I would love to. I think that would be great.I am speaking without authority to speak for the studio and network, how they would feel about that, but they tend to be very pro-crossover stuff. So now that we actually have some stuff in the can, we definitely want to take a look at that. It’d be fun, it’d be good for them, I’m sure fun for the audiences. There’s no reason to not do it."
He added:
"But I will tell you, I talk to Michael [Michael Weatherly plays Tony] a lot. We’ve talked about Tony and Ziva over the years a lot, and I can tell you all the pieces are in play for something like that to happen."
Both Tony and Ziva have previously made guest appearances with the Washington D.C. team and have maintained personal relationships with the main cast, such as Gibbs, McGee, etc. So, it is entirely feasible that the delayed release date could be setting up a much-awaited nostalgic reunion.
Nevertheless, even if such a crossover does not take place this season, Binder's comments are very optimistic, making it a very real possibility for the upcoming seasons.
