Countdown Episode 11 might have actually crossed an unforgivable line. Many things, even the most outrageous crimes, can be forgiven on the screen with the right amount of redemption, but there is nothing worse than hurting adorable little pets, especially dogs, who cannot defend themselves.
Countdown might just have crossed that line in the latest episode when Grant Harvey's antagonist, nicknamed Todd, aims a rifle at the family dog, Penny, and forces her to run and save herself. While the episode ended without revealing Penny's fate by the end of the episode, Todd has another thing coming for him if he ended up actually hurting the dog.
Viewers have been extremely concerned about the little dog's fate since the episode aired, and creator Derek Haas, in a recent conversation with TV Insider, revealed what actually happened to the dog after Todd's actions.

What happened to the dog at the end of Countdown Episode 11?

The sniper that the team is after, played by Grant Harvey, nicknamed Todd, has his eye on the governor, but the audience of Countdown is more concerned about the little dog that he aimed at in his flashback scenes.
The flashback scenes for the second antagonist in Countdown reveal that he has difficulty establishing connections with living things. So, when he finds his girlfriend, with whom he has a difficult relationship, cheating on him, he decides to take the family dog and take out his anger on her.
He takes the little dog, named Penny, to the park, orders her to run, and aims his rifle at her. The episode ends, and the screen goes black before viewers can confirm if the dog managed to save herself from Todd and run away before he could shoot.
It isn't clear if the further episodes will reveal the dog's fate, since these are flashback scenes to understand Grant Harvey's Todd, as he's nicknamed by the team. Considering both the possibilities, creator Derek Haas reveals that in his story, the dog managed to run into the woods and encountered a sweet couple who had adopted her, and she now lives a happy life in San Bernardino:
"In my view, some couple was hiking in the woods, and that dog made it to the woods safely, and this couple from San Bernardino is sweet, and they’ve adopted Penny and taken Penny home. and Penny is living a wonderful life in San Bernardino. That’s my story. I’m sticking to that."

Considering the other devastating possibility, taking into account Todd's character and his skills, he says that if Todd did shoot the dog, he deserves everything that is coming for him:
"That seems terrible. If he would do that, I would hate that guy. If that’s him, that guy deserves to get whatever’s coming to him."
While Haas did not confirm what happened to the dog between the two scenarios, unless Countdown does something to actually dispute the truth, we're going to believe that Penny ran away and now lives in San Bernardino, and Todd is going to deserve everything that will happen to him for scaring that poor dog.
