Mayor of Kingstown shows how real power doesn't make noise. And in Season 4, Episode 9, we get brutally reminded of that. When there is chaos in prisons and diners, Mike McLusky barely raises his voice because, well, he doesn’t need to.

In this episode, the cost of survival becomes painfully clear.

We see that Mike is back in control, and with that comes a mission: he needs to clean up Kingstown and get Kyle out of prison as soon as possible.

Episode 9 knocks several pieces right off the board.

Mayor of Kingstown Season 4 Episode 9 recap: Robert’s death gives Mike an opportunity

The episode confirms what we've been suspecting for weeks: Robert Sawyer is dead. Kingstown PD recovers his body, but the show never spells out who tipped off the cops. It hardly matters, though, because this was inevitable.

Robert was too far gone to be saved.

As for Mike, Robert’s death was basically a leverage. Evelyn has no reason to keep Kyle locked up anymore. Her plan to make Kyle a state witness dies with Robert, and Mike presses the advantage. He promises Evelyn that he will get him Frank Moses, aka the King of Detroit himself!

As usual, Mike McLusky negotiates only when he knows the outcome.

Mayor of Kingstown Season 4 Episode 9 recap: Moses walks straight into Mike's trap

Taking down Frank Moses needs a lot of finessing because Mike can’t just kill him. Moses should get arrested with blood on his hands, so Mike plays the long game. He exploits Moses’ grief over LJ’s death, so Mike shows up as a mourner. He talks about loss and family; somehow, Moses buys it.

Mike's setup helps Lamar get lured out and tied up. Mike feeds Moses the location as he loops Ian and Stevie in. What follows is almost too easy as Moses comes alone and executes Lamar. He was arrested immediately.

It’s shocking because it’s too clean. Mayor of Kingstown wants us to question whether Moses’ arrogance finally caught up with him.

Either way, Mike wins for now.

Mayor of Kingstown Season 4 Episode 9 recap: A prison massacre leads to Kyle’s unraveling

While Mike is dismantling empires, Kingstown’s prison implodes.

CO Breen snaps after relentless humiliation. The Ad Seg massacre is one of the season’s most unsettling sequences, and you'll likely agree.

Breen’s final stop is Kyle’s cell, but somehow Kyle doesn’t beg because, ultimately, he is dead inside. Cindy saves him, but the damage is done by then. By the end, Kyle walks out of prison, yet he feels more imprisoned than ever.

After Kyle is released, he reunites with Mike.

But pretty much within seconds, he gets thrust into another firefight at Don’s Diner. There, we see that a masked shooter opens fire and ends up wounding Stevie. But wait, who sent him? Was it Callahan or Moses? If it is the latter, is he already plotting revenge from behind bars?
