While Lee Do, the protagonist of the show, channels his childhood tragedy into protecting others, Baek wants society to suffer as he did and resorts to gun violence as his weapon of disruption.
When Moon Baek is introduced, Captain Jo, Lee Do's mentor and surrogate father, becomes one of his strategic targets. When Jo's daughter becomes the victim of a scam and dies by suicide, Jo is consumed by grief and rage, and tracks down the scammers and initiates firing.
Lee Do intervenes just in time, confronting Jo outside and pleading with him to stop. The bond between the surrogate father and son becomes the highlight suddenly, then Baek steps in and coldly shoots both men.
Baek's motive in the show isn't just to cause physical damage but to crack up Lee Do emotionally and make him doubt his deeds and the very idea of protecting people. Therefore, killing Captain Jo, who was the moral anchor of Lee Do, has a tremendous impact on him.

After surviving Baek’s attack, Do Lee wakes up to the devastating news that Captain Jo has died. Jo has lost his moral anchor point and, at the funeral, carries the weight of grief for both Jo and his daughter, whose suicide has triggered this tragedy.
Moon Baek has sidelined Lee Do momentarily and tries to seize control of public perception. Baek seizes control of public perception and announces that anyone in Korea can now get a gun and is flooding the country with weapons, leading to a surge in gun violence. Baek has nothing to lose and wants to trigger some chaos among people. He wants to do this to also show Lee that there's nothing within these people worth protecting.
When Lee gains consciousness, some scholars are seen debating the legalization of guns while the President is considering deploying martial law, which is an unthinkable notion in modern South Korea.
Baek is seen organising a public rally and marketing it as a freedom of choice, but deep down, it's nothing but a trap. A truck full of gun crates is driven through the centre of the rally. The public, now confused and unaware but armed, becomes the most dangerous threat. Lee is among the crowd chasing Baek; as he tracks him down, he hesitates to shoot, fearing it could lead others to do the same. He then hears a gunshot and sees Baek bleeding.
