Suddenly, he sees people on the street crying, and some are shocked as they glance at their phones.
Elliot does not understand the situation and goes to verify it. What he sees on TV completely shocks him to the core. He learns that 71 E Corp buildings were targeted, and the death toll is expected to be in the thousands.
This scene reveals that Elliot was merely a pawn and had been completely tricked. Whiterose’s plan was never to target the New York building. Instead, the real target was all 71 other E Corp buildings. Elliot was diverted and deceived, so he couldn't interfere with the actual plan.
Giving Elliot a clear and immediate threat of the New York building explosion, Whiterose distracted him. Elliot, by rerouting the 71 decentralized facilities, unknowingly spread out the targets for her to easily achieve.
Elliot’s desire to do good is completely exploited in this episode of Mr. Robot. Eventually, he became the perfect agent in Whiterose’s destructive plan and became a pawn in the terrifying game.
