Ramati is believed to be someone who betrayed the soldiers during the attack and has vanished since then. Later, it turns out that Ramati was actually the one who saved them, and it is a mysterious assassin, The Ghost, who is removing witnesses of classified war. He is a government secret who has been removed from all the records. The NCIS manages to kill him, but his identity remains hidden.
