We don't know yet, but it's possible. While season 2 concluded with them together, the two-year time jump in season 3 might change their situation and everything around them.
Their relationship might be rocky, but there's still something pulling them back to each other.
“We are never getting back together”… or are they?
Steven and Taylor's on-again, off-again story from The Summer I Turned Pretty doesn't fit neatly into any love story box. According to Entertainment Weekly and Rain Spencer, who plays Taylor,
"She and Steven have broken up and gotten back together more times than anyone remembers... They don't even know what it is. They're pretty confused."
That messiness is what makes their bond feel so real and human. Their story in The Summer I Turned Pretty has never been polished, but it's full of love and second chances.
Their relationship is shaped by more than just feelings. As Sean Kaufman (Steven) says,
"There's something about young love at 17 and 18... and then as you get older... there's a lot more going on."
Now, with Steven stepping into adult life and Taylor still navigating emotional baggage, that pressure shows even further. Taylor's fear of abandonment, something that is closely tied to her relationship with her mother, is one of the reasons she struggles with opening up.
Spencer further adds;

Steven has graduated and started working full-time, and according to Kaufman, he's now;
"...A money hungry hard worker... nose-to-the-grindstone kind of guy."
That shift comes with a cost when you're in a relationship. Less time, more responsibilities, and maybe less space for romance.
Taylor's story is unfolding, too. Season 3 introduces her mother, Lucinda, and brings out a layered side of Taylor's personality. Spencer describes the mother-daughter relationship as more of a roommate dynamic, which has made Taylor into someone who ends up parenting her own parent.
That kind of upbringing leaves marks, and it feeds right back into why Taylor keeps her guard up with Steven. Even if they do find their way back together, the road ahead isn't smooth. Sean Kaufman says;
"If the final season was an ice cream flavor for Steven and Taylor, it'd be Rocky Road..."
