The Walking Dead: Dead City season 2 has finally revealed the real reason behind Maggie's inability to murder Negan. Right after his arrival, Negan brutally murdered Maggie's husband Glenn, and so far, The Walking Dead: Dead City season 2 has been silent on Maggie's lack of initiative to exact her revenge by putting Negan to his death.
As Maggie revealed during her conversation with Ginny on the latest episode of The Walking Dead: Dead City season 2 titled "Bridge Partners Are Hard To Come By These Days," Maggie is apprehensive of what she might find on the other side of having revenge and does not wish to turn into someone like Negan herself.

Maggie revealed her reasons for not murdering Negan on The Walking Dead: Dead City season 2
Negan has undoubtedly been one of the most hated characters on The Walking Dead: Dead City season 2, as well as in the entirety of the flagship show. Glenn was a fan favorite character, and the way Negan brutally beat him to death right in front of Maggie was something that scarred the latter for life.
Maggie was understandably driven to murder Negan and have her revenge, and sought to do away with him during the All Out War storyline when Negan was captured and lay imprisoned. Although Rick had warned her not to harm him, Maggie did try her best to put an end to Negan.
The conflict between Negan and Maggie spilled forth into the spin-off show as well, however, this time the two seemed to share a changed dynamic as Maggie didn't seem to be interested in killing Negan.
In her conversation with Ginny, Maggie revealed that she was scared to find out what lay on the other side of obtaining revenge. This further indicates that somewhere deep down, Maggie believes she would be worse off than she is presently in case she kills Negan. All in all, she doesn't want to become like the man who murdered her husband.
Lauren Cohan opens up on her directing experience on The Walking Dead: Dead City season 2
Apart from portraying the character of Maggie on the show, Lauren Cohan also donned the director's hat this season. Speaking with Collider's Perri Nemiroff, Cohan related her experience:
"The way we worked out the schedule, it was like we knew we were gonna have three directing spots. It was maybe actually even going to be two directing spots, and Mike Satrazemis did the first two, he’s our producing director. We were going to have someone come in for the middle, and then Mike was going to do the end. So, when I asked to direct this season, we had to work it out in a way where, because we block shot, I had to share a block with somebody who was there the whole time, which was Michael. So, he did the last three so that I could have one of those. It saved us a lot of money to shoot this way because we get everything done in one location, which we shot massively out of order this year. So, the fact that I got Episode 6 was because the production logistics were right."
