The initial tension arises when Pascal, trying to make a strategic personnel move, encourages Mouch to apply for a lieutenant position at another firehouse. However, he bluntly turns him down, showing no intention to leave Forehouse 51. Pascal then cunningly plants a doubt in Mouch's mind, with Herrmann already taking the chief's test. In the next episode, it only escalated when Stella's kid got Pascal's approval to attend a high-level training course in Maryland. When Mouch goes to Pascal with his willingness to attend the same, he suffers a dismissive attitude. Mouch realised how he was undermining his progress by not sticking with Pascal and questioning him.

Therefore, the leadership of Firehouse 51 has become central in Chicago Fire. In 'Post-Mortem,' Herrmann’s criticism of Chief Pascal’s decisions during a catastrophic call—one that left Jack Damon hospitalised—brings him into a serious conversation with Boden.
