Dwight keeps Deacon's recorded confession, which he obtained in episode 8, as it gives him leverage over Musso and the feds. He doesn't use it to free Bill but to secure something far more valuable. He secures a federal liquor license for Montague Distilleries, thinking about the bigger picture and not getting bogged down by small obstacles.
Though we never see Musso giving him the license, Montague Distilleries is shown thriving in Tulsa, which suggests that he has indeed got it. As things were improving for Dwight, the episode concluded with another twist. Joanne is kidnapped by Jeremiah out of desperation to make a valuable exchange with Dwight.

As mentioned, in Season 3, Episode 9, we see that Dwight is able to convince Musso to obtain his federal license with Deacon's confession recording in his possession. This makes his business completely legitimate and financially crushes his enemies.
We see his business flourishing in Tulsa, hurting Dunmire Distilleries. Dwight has the federal license and is literally flooding the market with his supply. He is expanding his distribution while the bars are returning Dunmire's bottles as they aren't selling.
This is when Cole, who works under his father Jeremiah, realizes that they’re losing badly. Their stock is coming back, their rival is expanding, and their hitman, Deacon, is no more. Here, Dwight becomes stronger than ever. Cole knew this would lead to Jeremiah's fury, and he was right.
Jeremiah felt humiliated as his revenge plan failed, while he was also losing his business. Dwight's power is rising faster than ever. As a result, Jeremiah ends up kidnapping Joanne later in the episode.
Russell and Dwight's meeting changes Ray's game in Tulsa King

Russell is in Tulsa now and finally approaches Dwight, revealing the old prison friendship they had. Tyson interrupts them with suspicious drug money. When Russell moves on with his conversation, Dwight senses something is off, as Tulsa isn't on Russell's route from Newark to New Orleans. Eventually, Russell admits that Ray sent him to kill Dwight to pay off his debt; however, Russell didn't want to kill a friend and warns Dwight instead.
Tyson, on the other hand, continues his drug dealing with Spencer, and this pushes Bodhi to reconnect with some dangerous ecstasy suppliers. Russell is seen on a call with Ray and openly defies him while Ray warns him that he is sending someone to kill him.
Russell eventually shows up at Dwight's house that night and confesses how he wanted to pull the trigger twice on him that day, but couldn't. Ray, meanwhile, has already sent a New York hitman to eliminate Russell. This way, they both become Ray's target now. Russell proposes teaming up with Dwight, as they both can fight against Ray's escalating threat.
Here is how season 3 episode 9 ends in Tulsa King
By the end of episode 9 of Season 3 in Tulsa King, Dwight and Russell confront Ray's hitman together. However, when they arrive at their hotel, they realize that Ray didn't send one assassin, but two. Both are dressed alike and staying in adjacent rooms. Dwight enters one room and kills one hitman while Russell kills the other, before heading home without much struggle. Vince arrives to check on these hitmen and discovers them dead, delivering another shocking news for Ray.
Just when things were getting better, Joanne was kidnapped by Jeremiah's hechman. This kidnapping has given Jeremiah bargaining power, as he plans to make Dwight relinquish Montague Distilleries in exchange for Joanne's safety. Joanne is portrayed as Dwight's emotional soft spot; however, Dwight never likes being crossed.
Only the upcoming episodes can tell what will happen, as once the exchange is done, Jeremiah won't be forgiven.
