His false case, later joined by Freamon himself, highlighted the incompetence and inadequacies in the legal system, which forced them to take such drastic steps. In addition, Mayor Tommy Carcetti capitalized on the attention given to the fake serial killer case and used it for his own advantage in public.

While McNulty questioned his own moral and ethical values, Carcetti gave a touching speech, highlighting the competence of his police force and their constant hard work in catching the serial killer. As Freamon and Sydnor grow impatient to catch Marlo and his crew, the latter finally cracks one of Marlo's clock codes, and thanks to a wire placed on his crew, he successfully tracks Marlo's location and orders Sydnor and McNulty to head to Broening Highway.

Freamon reveals to Daniels that Marlo’s crew is about to take delivery of an enormous shipment of pure h*roin, following which he signs the arrest warrants for Marlo and his gang. However, Sydnor arrives and tells the duo that they have already caught Monk while 'riding dirty', which is one less problem for the police.

Back at the Broening Highway, the police begin their raid on Marlo's warehouse, and many heavily armoured trucks enter the facility. While Sydnor catches Cheese himself, Freamon takes Marlo's narcotics in custody and begins to close in on the man himself. The penultimate episode of The Wire Season 5 finally saw Marlo getting arrested by Freamon, which hinted at an end to his era.

While The Wire Season 5's penultimate episode concluded Freamon and McNulty's hunt for Marlo, it also checks in with him and his gang in prison, contemplating who snitched against them to the police. The episode ends with McNulty sending more of his men on the serial killer case, but it is now evident that he does not believe in the cause anymore and might reveal their big and unethical secret in the finale.
