Basing the show in Philadelphia proved to be a wise decision by the makers, as the city has both historic and modern landscapes. It has some rowhouse neighborhoods along with tall buildings of education and health.
Wissahickon Valley Park in Northwest Philadelphia was utilized to film some shootout scenes between its dense woods, adding to the already tense and atmospheric backdrop. Delaware County was another major location for the show, where the courtroom scenes were shot. According to reports, the production crews were seen shooting in areas nearby like Ridley Township, Chadds Ford, Aston, Upper Chichester, and Marcus Hook, a borough in Pennsylvania with a history of being an industrial hub containing the working class of the city.
The show doesn't just focus on the crime angle of the city but also captures people and texture to carve out a nuanced narrative. The creator of the show, Brad Ingelsby, grew up in Philadelphia, and therefore, the show reflects his perception of the working class of Pennsylvania.

The shoot also happened in the downtown streets of Coatesville, Chester County, in the month of March, along with Strode Avenue. The West Branch Brandywine Creek, a narrow waterway, offered a cut through the city and added a visual separation, which has been used recurrently to connect locations.
