The definition of Earth is reshaped in Wish World. With the help of the God of Dreams, the Earth transforms into something unique and ideal as per Conrad's vision. The idealized nature of human life on Earth results in UNIT's reappearance - but not as we know it. The once-militarized alien-fighting organization is now a retro insurance company, a strange reflection of Conrad's twisted utopia.
And there, among the tea ladies, is Susan Twist, quietly slipping back into her role.
The fact that Susan is part of UNIT's new iteration implies she stayed true to her offer in Empire of Death. Her exact role remains vague, but her return validates Russell T Davies' plan to populate UNIT with an evolving cast of recurring allies.
