In the season 3 episode that premiered on August 1, Demerzel unveils that she supplied the bombs to the Thespians and Anacreons over 300 years ago. These are the same explosives that were used to blow up the Star Bridge on Trantor back in the first season.

Until now, it was believed to be a tragedy caused by the rebel groups, but this new information confirms it to be a deliberate plan. The event led to complete chaos in the empire, killing millions. This also marked the event that led to the war between the Empire and the Foundation.

Demerzel also revealed to Zephyr that she did so for the greater good of the Empire. Her logic was to provide an existential threat to the Cleonic dynasty to evolve or collapse; hence, she supported Hari Seldon's movement and wanted it to survive. But the catch is that she violated the first law of Robotics, which states that Robots must not harm humans and are meant to protect them.

Demerzel has been a loyal servant of the Cleonic Dynasty and has always ensured galactic order and a common goal to preserve the Empire. But there are suggestions that she is showing some emotions of guilt, doubt, grief, anger, and even love. This led to an identity crisis within her.

Will Demerzel become a threat to the Empire in Foundation?

Demerzel, in the latter episodes, is grappling with overwhelming emotional dissonance about her role in almost destroying her own dynasty she has been loyal to.

A scene in episode 4 of season 3 also portrays him lashing out, which showcases how intense her emotions have grown, and external events are causing her a breakdown. She always believed that the Empire could never fall, which gradually seemed to vanish, but she is trapped by her programming to serve it. However, Demerzel won't emerge as a villain but as a psychological threat, an unpredictable and impressionable character. After that, she revealed she unleashed the very war that now threatens the empire, indicating she is no longer loyal to the Empire but to some abstract idea of balance.

She might lead a rebel as she showed the ability to seek freedom from any one rule. Demerzel might try to reprogram herself or let the Empire fall, especially after being aware of how weak the dynasty has become.
