In the Reverie held 56 years in the past, Xebec kidnapped five of the kings present there and even killed a Marine Admiral. Additionally, he destroyed the Gates of Justice and stole money from the World Nobles. Through these actions, it is apparent that Xebec cared little about authority and bravely challenged it.
However, he went one step further by making it to the Room of Flowers, a location accessible only to Imu and their closest subordinates. As the most secretive individual in the series, the Ruler of the World Government spends moments of tranquillity there, often listening in on important conversations and news.
Rocks D. Xebec intruded upon this special and closely guarded location of Imu's, boldly declaring that he was a fan of the mythical figure, Davy Jones. He then left successfully, with his life not being harmed. This has completely toppled the power structure in the world of One Piece, placing Rocks D. Xebec near the very top.
Imu is a notoriously cruel individual who does not tolerate disrespect. They wiped out Lulusia Kingdom, killed their own follower, Saint Saturn, and committed countless shocking atrocities for the most trivial reasons. In the Room of Flowers, they are also joined by Gunko, who is immensely faithful and kills others at their command without hesitation.
However, even under all these conditions, Rocks D. Xebec not only stood in front of them but confronted them, mentioned Davy Jones, and survived. There are two possible reasons for this to have occurred.
The first, and most likely, is that Xebec was simply too strong for both Imu and Gunko to defeat at that moment without taking significant damage themselves. The other possibility is that Imu had a greater use for Rocks D. Xebec in the future, which may explain why they did not do anything against him.
