Penelope Milford is the daughter of Richard George Milford and Ann Marie (nee Felt) Milford. She was born in St. Louis, Missouri, but later moved to Illinois. She did not come from a large family. Milford had three siblings: Douglas Milford, Candace Saint, and her late brother, Richard Kim Milford. Not much is known about Penelope's family except for her actor brother, Kim.

Like his older sister, Kim Milford was an actor, but he was also a composer and a singer-songwriter.
