While Andor Season 2's final arc saw the resolution to many Rogue One mysteries and the fates of Bix, Dedra and Luthen, it left another mystery in its wake, relating to Cassian's sister.
The reveal of Kleya's tragic backstory in Episode 10 was shocking but strangely aligned with Cassian, and many fans are theorizing about a sibling relationship between the two. While the series finale does not confirm any such theories, I still think Kleya is Cassian's long-lost sister.
While Kerri was strategically absent in Season 2, Kleya's presence and support of Cassian made his story less painful. While Cassian is the chosen one to save the galaxy, Kleya played her part by mercy-killing Luthen and saving their rebellion.

I think Kleya and Cassian are two sides of the same coin in Andor Season 2
While Andor Season 2 does not reunite Cassian with his real sister, I think he found a surrogate sister in Kleya. Since Season 2 expanded on Kleya's back story, I cannot help but think, how similar she is to Cassain and how their rebellion cause stems from their same need.
Well, it looks like everybody was wondering if Kleya is Cassian's sister, but in an interview with Decider, Tony Gilroy confirmed that she is not:
“No, I mean, I just got off an interview with someone wondering if we’d ever thought of having her be Cassian’s sister. You know what I mean? It’s like, no. It would’ve been inappropriate to do it.''
Andor Season 2 Episode 10 expands on Kleya's backstory when she decides to mercy kill Luthen. We finally learn about her relationship with him, which dates back to when he was Sergeant Lear. Luthen had already started questioning the Empire's motivations and actions and was disturbed by the casual intergalactic genocide he was committing on behalf of the Empire.
Enters a young girl, whom he finds hiding on his ship during the Empire's assault. He manages to save her from his commanding officers and takes her under his wing as a surrogate daughter.
Kleya's backstory eerily mimics Cassian's own in Andor Season 2. When he was young, he was also found alone on the planet Kenari by Maarva and her husband. After a Republic attack destroyed his home planet and family, Maarva also adopted Cassian and took him to Ferrix.
I think the biggest link between Kleya and Cassian is that they both found their way into the Rebellion Alliance through tragedy and their backstories contributed a lot to this.
While Cassian is the protagonist of Andor Season 2 and eventually Rogue One, which is why he is the ''messenger'', Kleya also mimics his journey. Their actions stem first from anger and frustration and later from duty. Like Cassian, Kleya also learns espionage, negotiation and combat under Luthen's guidance.
I always think about how Cassian never finds his sister in Season 2, and this becomes a driving force for his character and journey in the show. While the show does not explicitly state this, it can be assumed that Cassian is the only person who gets out of Kenari alive.
Talking to The Hollywood Reporter, Gilroy explains Cassian's sister's absence in Season 2:
“And the sister, in the beginning, is so much more interesting to me as a deficit. She’s much more valuable to me for Cassian as an absence...the compulsion to do that [save people] comes from this hole in his life, and I didn’t really didn’t want to fill that in.”
While Gilroy did not wanted to make Cassian's journey easy by reuniting him with his sister, I think Season 2 did fill that hole in his life, thanks to Kleya. In addition to these similarities, one constant theme running across Star Wars is found family, and Kleya and Cassian become each other's found family.
