In a recent conversation with Screen Rant, the cast of Mayor of Kingstown, Hugh Dillon and Laura Benanti talk about a crucial scene in Season 4.
In episode 404, Lt. Ian Ferguson, portrayed by Dillon, attacks Evelyn (portrayed by Necar Zadegan) with a brick on her car windshield. As a result, the car crashes, and she is admitted to the hospital.
In the interview, Hugh Dillon, who is also the co-creator of the show, mentions an important detail about Ian's motive. Basically, the cop did not want to kill Evelyn, but wanted to intimidate her. If Evelyn's murder was Ian's sole motive, then he would have done things slightly differently, as Dillon states:
"Dropped it in the passenger seat. If he wanted to kill her, he dropped it in the driver's seat."
But why did Ian even try to harm Evelyn? Well, Hugh Dillon and Laura Benanti spill all the beans about it in the interview.

"Ian thinks Mike has blind spots", says Hugh Dillon about the cop's attempt to attack Evelyn in Mayor of Kingstown
In Season 4 of Mayor of Kingstown, Ian launches an attack on Evelyn by throwing a brick at her car windshield from a flyover. Evelyn ends up at the hospital as it results in her car crashing. She is still breathing but is under treatment for her injuries.
As confessed by Ian to his partner Stevie, he did not actually want to kill Evelyn, but only wanted to threaten her. The reason is that she is digging deeper into the death of Morrissey. In the process, Evelyn gets in touch with an important witness, which could lead to Ian getting prosecuted for life. Since she poses a major threat to Ian, he decides to use the weapon of intimidation.
Hugh Dillon, in the interview with Screen Rant, mentions that Ian feels Mike (Jeremy Renner) is not really seeing through the issue. So Ian decides to take matters into his own hands as he feels this would help his friend, and also himself, not to be caught. Dillon states:
"I just think that Mike's not... I think what it is is... This is what I mean by no goes unpunished. Ian thinks Mike has blind spots, so Ian thinks he's going to help out and he's going to help Mike with his blind spot because obviously he can't see the problem and Ian will fix it and it never works."
To which, Laura Benanti adds by saying:
"And he didn't kill her. He scared her."
This gives us a clearer idea about the moral complexity of Ian in Mayor of Kingstown. He is precarious and foresighted, along with being deceitful. But at the same time, he does not wish death upon Evelyn, but goes to great lengths to attack her in order to protect him and Mike.
He is loyal to Mike, but at a dangerous level. So, in an attempt to protect them both, he ends up unintentionally digging his own grave by attacking Evelyn. So this action of Ian is most likely to backfire against him and Mike in the future of Mayor of Kingstown.
