In Episode 22 of NCIS Season 8, Tony DiNozzo discovers that his former partner, Danny Price, was murdered by the "Port to Port killer." This results in the team being afraid of Tony's safety and trying to solve the case as soon as possible.
The episode also gives a flashback to Tony's life when he was in the Baltimore Police Department. He and his partner, who is the latest victim of a notorious serial killer, had met Gibbs for the first time while investigating a money laundering case.
In the present, Ducky learns that Price was not killed by the serial killer but by a former police officer linked to the case that Tony and Price had solved all those years ago.

NCIS Season 8 Episode 22 recap: The latest victim of the Port to Port killer has a link with Tony

After finding a new body with the Port to Port killer's MO in Episode 22 of NCIS Season 8, the team tried to find the identity of the victim. They discovered that the victim was Tony's former partner, Danny Price, with whom he used to work in the Baltimore Police Department.
With fear that Tony's life might also be in danger, the team speeds up their process to solve the case and focuses on Tony's life in Baltimore. In a flashback scene, Danny and Tony are seen meeting Gibbs for the first time in the police department. As he was working undercover and investigating a money laundering case, the detectives helped him arrest the main culprit.
With that, Tony also learns that Danny was also involved in the money laundering case and confronts him, but could not report him. This resulted in him trying to resign from his job, but he was stopped by Gibbs, who asked him to join NCIS instead.
NCIS Season 8 Episode 22 recap revisited: Ducky learns that a copycat killer murdered Price

The autopsy of Price revealed that Danny's health was deteriorating and he was suffering from cirrhosis due to alcohol consumption, which he began after Tony left the department. He was later let go from the force due to his drinking issue.
However, Ducky's finding out about a shocking detail changed the course of the case. He discovered that Price's autopsy report had a typo that hinted at a copycat killer who used the Port to Port Killer's MO and killed Price. Tony also learns that Price had sent him a voicemail before he died, hinting that he had something that he wanted to share, which also resulted in his death.
With a thorough investigation, they learned that the money launderer did not reveal Price's involvement with him because there was someone else, higher in the ranks, who was also linked to it. It is later revealed that Tony and Danny's former captain was the one who was linked to the corruption case and had killed Danny to keep the information a secret. And after murdering him, he tried to copy the serial killer's MO to disguise his own crime.
Other than arresting the corrupt ex-captain, the team also learn that it was none other than the Port to Port Killer, who alerted Ducky about teh typo and has access to their confidential data.
