Apple TV's Silo finally concluded its Season 2 with a finale that ended with a cliffhanger and its protagonist's life in the fire.
As creator Graham Yost already confirmed that Season 3 will adapt Hugh Howey's second novel, Shift, it can be inferred that the story will shift its focus from Juliette.
After that shocking finale, Juliette might take time to heal from her burns, and the story might shift to the origin story of the Silos, as hinted by a flashback sequence in Episode 10.
The PEZ dispenser from Season 1 appears again in this flashback, which lays the story for Season 3. The PEZ dispenser is an item shown in the Season 2 finale, but fans would recognize it from Season 1 when George Wilkins gifted it to Juliette before he died. He also had a note saying that he found what he was looking for.

What does the PEZ dispenser mean in the Silo Season 2 finale? Exploring its origins from Howey's book Shift

The PEZ dispenser appeared in one of the flashback sequences in the Season 2 finale. The flashback shows a meeting between a journalist, Helen, and a Congressman (who is not named here, but it can be assumed that he is Donald Keene from Howey's book).
Helen questions him about a potential radioactive dirt bomb that was detonated in the US by Iran. This nuclear bomb could cause a threat to the people, as the radioactive would make the outside environment toxic, which is the theory given for the creation of the silos.
While the congressman doesn't give a straight answer for Helen's accusations, he gifts her the same PEZ dispenser we saw in Season 1, with a little yellow duck on top. This confirms that Helen and the congressman are linked to the creation of the silos, and Wilkins finding the dispenser inside one of the bunkers hints that they might have been its early residents.
We do know from Howey's books that Donald was one of the people connected who unknowingly got involved in the creation of these bunkers, and people might have fled to live in them because of this alleged radioactive bomb.
Since Season 3 will likely focus on the origin story of the Silo, as in Howey's book Shift, this flashback sequence was symbolic of what is to come.
How did Season 2 end? Exploring Juliette's fate in the finale
In the Season 2 finale, after multiple efforts and help from Hope and Solo, Juliette manages to deliver the message to the deep downers in Silo 18 about the toxic atmosphere outside. Earlier in the episode, Solo gave her an orange suit because her oxygen suit was ruined.
In the final moments, Bernard went out of the airlock, and fearing that the door to her bunker was about to close automatically, Juliette entered the airlock, triggering a fire purge. This engulfed the airlock in a fire, trapping Bernard and Juliette inside it.
While Juliette might live because of her orange firefighter suit, the same cannot be said about Bernard.
