Donald Trump’s latest executive order has changed the ownership structure of TikTok U.S. On Thursday, September 25, 2025, President Donald Trump signed an executive order that approves a deal that would keep TikTok alive in the United States.

The deal ensures that 80% of TikTok's U.S. operations are owned by a group of American investors instead of China-based ByteDance. This deal will satisfy the country’s security law requirements, which stipulate that ByteDance must sell TikTok's US operations or face a permanent ban from the government.

If China approves the deal, it will make TikTok U.S. a new joint-venture company with ByteDance controlling less than 20% of its stake.

After signing the order approving the TikTok U.S. deal on Thursday, President Donald Trump revealed that he received a go-ahead from the president of China, Xi Jinping.

“So this is interesting because I had a very good talk with President Xi and a lot of respect for him. Hopefully, he has a lot of respect for me, too. And, we talked about TikTok and other things, but we talked about TikTok and he gave us the go ahead. You know, it's run by American investors and American companies. Great ones, great investors, the biggest. You don't get bigger, I don't imagine.”

Vice President JD Vance, who, according to Trump, was very much involved in the deal, added that there was some resistance from China; however, with Donald Trump's support, they were able to usher it “over the finish line.”

“We really couldn't have done this without the president, actually, ushering this deal over the finish line. There was some resistance from the Chinese side, but the fundamental thing we want to accomplish is that we wanted to keep TikTok operating, but we also wanted to make sure that we protected Americans data privacy as required by law, both because it's the right thing to do, but also because it's a legal requirement of the law that was passed last year by congress.”

He added that the deal ensures Americans can use TikTok more confidently, rather than worrying about their data being used as a propaganda weapon against them.

Donald Trump said he was all for using TikTok, as the social app helped him a lot during his presidential campaign. He also revealed that his late friend Charlie Kirk advised him to use the app.

“I used it myself during the campaign, and it was very successful because, you know, how I did with the young voter. And Charlie helped me a lot, too. And he said to me, ‘You should go on TikTok,‘ and it actually worked because we got record votes with the young voters, you know, for the election. Soni was a little bit prejudiced in that way toward TikTok. It was very good and very meaningful.”

He added:

“But we have American investors taking it over, running it highly sophisticated, including Larry Ellison and Oracle, I guess, is going to play a very big role in terms of security, safety and everything else. So we have very good controls.”

JD Vance said the deal values TikTok U.S. at about $14 billion.
