One of Gen V Season 2's biggest mysteries is Dean Cipher, suiting his name. While the trailer gave the impression that Project Odessa was going to be the central mystery of the season, the series answered this question in the second episode, "Justice Never Forgets". Instead, the four episodes of the second season have set up an intriguing mystery.
The mystery in question is the dean who has replaced Indira Shetty: Cipher, played by actor Hamish Linklater. Gen V Season 2 Episode 4 "Bags" pulls the rug under the viewer regarding his powers. This episode only thickens the mystery of the character and his motivations.
Gen V Season 2's Dean Cipher's powers explained:
The first three episodes of Gen V Season 2 set Cipher up as a contrast to Indira Shetty, who aimed at wiping out the supes with the virus. Cipher, on the other hand, is presented as a pro-supe propagandist about whom people know nothing. However, in the fourth episode, Marie discovers that Cipher doesn't have Compound V inside his bloodstream.
This revelation makes sense because we did not see him manifesting his superpowers. Marie, Emma, Jordan, and Kate join forces to blackmail Cipher and get him to halt Marie and Jordan's fight by getting him to admit that he is a human on camera. However, Cipher is seemingly one step ahead of all of them as he is already aware of the group's plan.
Then, he proceeds to control telepathically (supposedly) Jordan like they were a meat puppet and makes them attack Marie. But Marie uses her powers to make Jordan stop and makes Cipher leave their body. For now, it looks like Cipher's mysterious powers allow him to control people like Professor X of the X-Men. There is also the mystery of the burnt man, whom Cipher claims to be his father.
Some believe that the burnt man in Gen V Season 2 episode 4 is none other than Thomas Godolkin:
Gen V Season 2 begins with a young scientist running on the walls of his laboratory. We learn that this young scientist is a young Thomas Godolkin in the 60s, trying to stop his fellow scientists from experimenting on themselves with an earlier version of Compound V that's light blue. The scientists die horribly, with one even burning, much like Marvel's Human Torch.
Thus, as the lab begins to burn, Godolkin tries to press the alarm, but he falls unconscious before he can alert everyone about the fire. That's the last we saw of young Godolkin, and the burnt person might be the founder of the supe university.
Another theory suggests that Cipher's body is a vessel for Thomas Godolkin's consciousness:
Ever since the Gen V Season 2 premiere, fans have had two wild theories regarding Cipher. He is related to Thomas Godolkin, who inherited his powers. But the other wild theory that fans have is that Cipher, as we see him, is a husk. According to the theory, Thomas Godolkin uses Cipher's body like a vessel for his mind.
Considering he was the man who started Project Odessa, Godolkin uses Cipher to speak. According to this theory, the burnt man needs the body to live, and that's why he is confined to the hyperbaric chamber. From there, "Godolkin's" consciousness controls Cipher's body to carry out his message to the world.
