The first time fans heard Belly saying "Lemon Jelly Belly" was in the first chapter of the Prime Video series. It was in Episode 2, "Summer Dress," in which Susannah confirms that Belly is going to be a debutante.
But before that event, she needs to attend the debutante tea and meet with other girls. As Laurel drops her daughter off at the club, she tells Belly to immediately call if she doesn't like anything or if the girls are mean to her.
Laurel says, "Use our code phrase, and I'll be right there. You remember it from when you were little, right?" and the mother-daughter repeat "Lemon, Jelly Belly". Belly then leaves for the tea and meets her best friend, Jeremiah.
And now in The Summer I Turned Pretty Season 3, Belly uses the same code by the end of Episode 8. She's broken and upset after everything that happened, hurting both Conrad and Jeremiah.

Jackie Chung talks about "Lemon Jelly Belly" in The Summer I Turned Pretty Season 3

In a recent interview with Deadline, Jackie Chung was asked to shed light on the emotional moment between her character, Laurel, and Belly in The Summer I Turned Pretty Season 3 Episode 8. While explaining the "callback", Chung said:
"I tell my boys that they will always be my babies. And they’re like, ‘I’m so big now. You can’t call me a baby. I’m not a baby.’"
She continued:
"But I feel like that’s what this moment is, is that Belly will always be Laurel’s baby and Steven too, but she will always be there to catch her and hold her in whatever feelings she’s having."
The actress explained that Lurel deeply loves her children, and no matter what, she will always be there for them. Chung mentioned that Laurel "would never abandon" Belly. Chung also said:
"And I feel like in that moment, I can’t speak for her Belly or Lola, but seems like she’s just so sad and just needs a hug from her mother. And Laurel is more than happy to be there for her."
So, instead of saying any comforting words, Laurel just hugs her daughter. She then helps her pack things and take off for Paris.
