Isabela Merced was born in Cleveland, Ohio. She is the daughter of Louisiana-born Patrick Moner and Katherine, who was born in Lima, Peru. According to Merced, who considers herself more Peruvian than American, Spanish was her first language, and she had trouble learning English when she first attended elementary school.

After a fire destroyed her family's Cleveland home, Merced began acting. Her parents pushed her to try out for a local production of The Wizard of Oz because she loved Judy Garland and wanted to divert her attention from the loss. She was cast as a Munchkin. At the Fairmount Performing Arts Conservatory, she studied under Broadway producer Fred Sternfeld, who attempted to convince Merced's mother to take her to New York so she could try out for shows. The family relocated to New York City for a month to support Merced's Broadway career after her mother reluctantly agreed.

Between 2014 and 2016, Merced starred in her first major role as CJ Martin on the Nickelodeon television series 100 Things to Do Before High School. She started voicing Kate, one of the major characters in the Dora the Explorer spinoff, Dora and Friends: Into the City!, that same year. She played this role from 2014 to 2017.
