Torv was born on June 7, 1979, in Melbourne. Her parents are Hans Arvid Torv (Tõrv), an Estonian radio host and real estate developer, and Susan (née Carmichael), a Scottish woman. She moved to the Gold Coast with her mother and younger brother when she was six years old, where she grew up. She first attended All Saints Anglican School before completing her education at Benowa State High School, from where she graduated in 1996. Torv and her father had been at odds for a long time as of 2008.


She moved to Sydney, New South Wales, after graduating from high school and being accepted at the age of 17 into the National Institute of Dramatic Art (NIDA). Since she was too young to own a pub or obtain an electricity account on her own, she chose to take a "gap year" and worked in cafes and bars. She earned a degree in performing arts in 2001.

Torv performed as Ophelia in John Bell's Hamlet with the Bell Shakespeare Company in 2003. In 2005, Torv recorded a number of audiobooks for Scholastic Australia's Solo Collection, including Little Fingers, Jack's Owl, Spike, and Maddy in the Middle.
